USPA NEWS - At the Ministry for Europe and Foreign Affairs in Paris, Minister Jean Noel Barrot delivered a preliminary address to welcome his counterpart, Laurent Nunez, Minister of the Interior, for an inter-ministerial meeting bringing together prefects and ambassadors. Barrot began by recalling the last similar gathering, noting with warmth: The last time, you ambassadors, met with the prefects, it was at Place Beauvau, at the interior Ministry. CONFRONTING SHARED THREATS

Minister Jean Noel Barrot stressed that both ministries face challenges that transcend borders, declaring: Our two ministries are sovereign by nature and we face common threats, such as immigration, narcotrafficking, and other scourges that endanger the security and health of our citizens” He outlined his priorities for international cooperation, explaining that “The mission of the Ministry for Europe and Foreign Affairs is to tackle these problems at their roots”
Minister Jean Noel Barrot detailed a new action plan specifically dedicated to dismantling narcotrafficking networks, particularly those connecting Latin America to Europe. “Cocaine comes from Colombia and Peru, passes through Ecuador, Brazil, Panama, and the Caribbean plateau and our own overseas territories are on that route,” he stated, describing the geographic reality of the trade. This, he noted, is why France must “create a lasting regime of action” and “ensure that the fight against drug trafficking becomes a principal theme under the French G7 presidency in 2026
ENHANCING MIGRATION & SECURITY COORDINATION
On the issue of migration, Minister Jean Noel Barrot invited his audience to move beyond simplistic views: “Too often, our fellow citizens perceive immigration as a threat to our borders. This perception must be complemented and better understood.” He explained that migration “carries issues essential to our national interest” and requires sustained international dialogue.
Referring to cooperation with the United Kingdom French Minister Barrot praised the progress of recent bilateral arrangements: “The Franco British pilot agreement signed in July, with its one for one approach, works very well. On both visa policy and Channel crossings, our two ministries are acting together with efficiency.” He underscored that French diplomatic and internal security services “remain fully mobilized on this sensitive matter.
BUILDING & ENDURING PARTNERSHIP
French Minister Barrot then insisted on the indispensable link between domestic and foreign policy work, declaring: “The cooperation between our two networks is indispensable. The reciprocity of our missions at home and abroad is a strength for France.” To strengthen this bond, he proposed “regular inter-ministerial meetings between prefects and ambassadors, dedicated to solidarity and mutual support between our ministries.
A SHARED REPSONSABILITY
Concluding his speech on an optimistic note, Minister Barrot saluted the “remarkable results” of the MFA/Interior partnership and called for continued unity in purpose. “Our shared mission is to protect France within its borders and beyond,” he said. “The more we reinforce the dialogue between our ministries, the more we ensure that France remains strong, secure, and respected.
